Utilities fund these programs because they need to reduce peak demand and energy consumption across their grids. When the right conditions are met, they fund upgrades generously, and in 2026 those conditions are unusually favorable.
The less visible side of the opportunity is the re-retrofit market. First-generation LED installations completed between 2010 and 2015 are reaching the end of their performance life across an estimated 7.3 billion square feet of commercial space. Most outdoor utility programs require DesignLights Consortium qualification. When fixtures are sourced independently, or DLC listing isn't confirmed at the specification stage, the disqualifier usually surfaces after installation, when it is too late to fix.
Retroactive Paperwork Failures
Utilities do not always accept documentation assembled after the fact. A specification package that wasn't built during design is hard to reconstruct accurately and may not meet submission standards.
Program Mismatch
Not every upgrade type qualifies under every program. LED-to-LED upgrades, for example, often need direct confirmation with the utility and must show meaningful savings over the existing system. Without upfront research, projects chase incentives they don't qualify for and miss the ones they do.

HID-to-LED Retrofit
Highest incentive levels. Legacy metal halide and high-pressure sodium conversions qualify in virtually all active programs. With full capture, payback timelines often compress to 1 to 4 years.
LED-to-LED Re-Retrofit
Growing eligibility as programs recognize the efficiency gains from first- to current-generation LED. Requires direct utility confirmation. Rebates work alongside next-generation energy savings.
Ground-Up Construction
Some programs offer new construction incentives, at lower levels than retrofit. Design documentation is still required. The financial case rests mainly on right-sizing, long-term energy performance, and liability protection.
